Purpose: To provide an exception to SP 16.12 that allows for the review of General Education courses in Ethnic Studies, while allowing time for an effective policy around the GE proposal and approval processes to be developed and implemented.

Senate Resolution
WHEREAS: Senate Policy 16-12 and Senate Policy 20-06 limits the ability of the Academic Planning and Policies Committee (APPC) to review upper-division General Education courses once the Channel Islands campus has reached a threshold of 25%; and

WHEREAS: Senate Policy 16-12 also limits a chaired unit to a maximum of 20% of its courses being designated as General Education; and

WHEREAS: As a result, the policy restricts the ability of developing Ethnic Studies academic programs (Asian American Studies, Black Studies, Chicana/o Studies, Native American Indigenous Studies) to propose General Education courses, delaying the implementation of such courses; and

WHEREAS: Channel Islands hired new faculty with the stated task of developing new academic programs in Ethnic Studies and it is essential these faculty are supported in that commitment; and

WHERAS: In order to be in compliance with AB 1460, the Channel Islands campus must certify both lower-division and upper-division Ethnic Studies courses for its students; and 

WHEREAS: The General Education Committee is working to draft new GE policies and is currently engaged in widespread discussions of such policies, however, these policies are not expected to come for a Senate decision in the timeframe required for 2025-26 catalog deadlines. 

BE IT THEREFORE RESOLVED: The Academic Senate of CSU Channel Islands supports a 12-month long exception to SP 16.12 to allow for APPC’s review of Ethnic Studies General Education courses; and

BE IT FURTHER RESOLVED: The Academic Senate of CSU Channel Islands supports a General Education policy that effectively allows for the required implementation of Ethnic Studies courses in Asian American Studies, Black Studies, Chicana/o Studies, Native American Indigenous Studies, as well as the development of academic programs in these disciplines; and

BE IT FURTHER RESOLVED: That this resolution be distributed to CSUCI President Richard Yao, Interim Provost Jessica Lavariega Monforti, and Associate Vice President for Academic Programs and Continuous Improvement Lina Neto.
